International actors can help build legitimate security forces by supporting security efforts that acknowledge political realities and community needs, says a new paper issued by The Centre for International Governance Innovation (CIGI).

In “Policing Palestine: Analyzing the EU Police Reform Mission in the West Bank,” Madeline Kristoff examines a 2006 European Union police mission – the European Union Police Coordinating Office for Palestinian Police Support (EUPOL COPPS) – and makes key recommendations on how the international community can improve security sector reform efforts. Kristoff spent 10 months in the West Bank as a Boren Fellow and was recently with the Near East South Asia Centre for Strategic Studies at the National Defense University.

Policing Palestine is an SSR Issue Paper published under CIGI’s Security Sector Governance project, which examines thematic and geographic topics relating to the most pressing security sector reform issues. In the paper, Kristoff writes that “police are critical to the state-building goals of sustainable peace, a stable justice system, self-sustaining government, human rights and democracy,” but “in the aftermath of conflict, local police are usually unprepared, unwilling or unable to provide police services.” This reality lends itself to the need for international support; however, Kristoff says “a repeated mistake of international police reform programs is a reliance on the train-and-equip component.” These approaches, she says, “fail because they are manifestations of the donor country’s interests and ignore local needs.”

Commenting on the situation in Palestine, she says “much of the EUPOL COPPS program has both undermined governance structures, by providing a service without reforming the Palestinian ministry institutions, and established structures that are unsustainable.” The international community should consider broader and localized political situations when implementing programs. Operational recommendations by Kristoff include:

    Establishing monitoring mechanisms and a baseline survey “prior to program implementation in order to comprehensively assess the reality of the security situation in a context-specific manner”;
    Reforming institutions that are supporting security forces;
    Allowing for public opinion to be part of police reform programs.

By the time one is an adult, he or she has likely long been capable of staying home alone. However, just because you have aged a little does not mean that you are any less scared than when you were 12 years old, and it doesn’t necessarily mean you’re not afraid of the dark either! That’s the finding of one study conducted by Go Glow Light.

Researchers found that a surprising number of adults are scared of the dark. Lucy Wynn Jones of Go Glow Light conducted the study of 2,000 adults, “We naturally assume that it is just children who have a fear of the dark, but perhaps more inexplicably, many adults do as well.”

Jones adds, “It is perhaps easier to understand why kids might be frightened of the dark, as they are more susceptible to nightmares, have very active imaginations, and may be exposed to children’s television programs about monsters and ghosts.”

Researchers found around four out of ten adults are fearful of wandering around the house with the lights off. Watching a scary movie, being home alone, and hearing strange noises in the middle of the night are cited as the biggest causes of the irrational fear. The study finds that some adults won’t even get up to go to the bathroom once the lights are out. But is a little paranoia a bad thing? Riverside Police Service Representative Nancy Castillo thinks not.

“When the hair goes up on the back of your neck, it is a warning. When I give safety presentations, I remind people to always be aware of their surroundings and to trust your instincts. It is believed that if you go through possible scenarios in your head, it helps to better react if you are caught in a situation,” said Castillo.

Perhaps it’s not surprising to also know that according to a national survey conducted by Wakefield Research, nearly 74% of business travelers say their stay-behind spouse has shown concern about being left home alone, and they are not the only ones. The survey also finds that the ones traveling are worried as well because 75% of them know someone who has had their house burglarized. One Riverside Police Department Dispatcher says they get many calls from scared spouses home alone.

“Yes we do. Most of them are from people who do not normally live alone. When their spouse and/or family members are not home the house is a lot more quiet. Human nature is safer in numbers, so when we are alone our senses are heighted. Therefore people hear noises that they would probably not hear with the rest of the family home. It’s always better to be safe and call.” Castillo agrees, noting that it’s better to be safe than sorry.

“Unfortunately, there are times when people should have “bothered” the police, but they did not. It is better to be safe than sorry,” said Castillo.

What can we do as adults to stay safe when home alone?

“General rules are to lock your doors and windows. Use peepholes when answering the door. Know your neighbors…Start a Neighborhood Watch in your neighborhood. A good website to use is http://www.ncpc.org. There are a variety of resources available through this website that might prove helpful,” said Castillo.

In addition, according to the Wakefield Research survey, more than half of stay-at-home spouses use conventional tricks to make them feel secure, such as leaving the TV on (56%) or turning on more lights than usual (53%). Other coping mechanisms are a bit more off – 15% of spouses talk to themselves, and nearly one in ten find security by sleeping with a stuffed animal.

On the same day that media focused attention on a man in a Clay County, Florida courthouse pleading guilty to the abduction, sexual abuse and murder of a 7-year old Florida girl, in another area of Jacksonville, professionals, advocates and child sexual abuse survivors joined together for the “Protect the Children Conference”, dedicated to stopping the insidious crime of sexual abuse against children.

Nora Harlow, founder of the Child Molestation Research and Prevention Institute in Atlanta asked attendees of the Protect The Children Conference, “If there are 43 million victims of child sexual abuse out there, how many abusers are out there? You are not going to like it,” she explained. “The truth is that we just don’t know. We do know that only 2 million of these abusers are in the Criminal Justice System. Yet our research points to millions more out there abusing children.” Who are they?

“Child sexual abuse is a bad thing. We want the people who do it to look like bad people, but they don’t,” explained Nora Harlow. “These people show up as coaches, teachers, after school volunteers, friends, family and mentors. Not at all who you would expect them to be. Not until we put our anger aside and put the children first are we going to be able to stop this abuse.”

Who do the children tell? According to the Child Molestation Research & Prevention Institute

60% will tell no one. 40% will tell an adult – but only 6% of those adults told of the sexual abuse will report it to the police. The vast majority of victims go untreated and the abusers move on to groom their next prey. Harlow asked the attendees, “If all of those same children walked into a classroom on crutches, would we ignore them? Would we as adults be so traumatized that we fail to help? Yet, in the case of child sexual abuse, that is exactly what we do, nothing.”

Why don’t more children tell? Studies done by the Child Molestation Research and Prevention Institute reveals that the majority of the children don’t tell because they don’t want to upset their mother. Others suffer from shame, humiliation and guilt because their abusers groom them to feel that they somehow bear responsibility for their own victimization.

The cost of child sexual abuse extends beyond the emotional destruction of its victims and is linked to immune system failure, increased illnesses, frequent hospitalization and death. According to speaker Dr. Robin Jenkins of the North Carolina Department of Public Safety’s Juvenile Justice System the financial impact is also great. He shared a report, (Fang, Brown, Florence, Mercy: Child Abuse and Neglect: 2012), stating it to be $ 1,272,000 in lifetime victim costs, and $ 585 billion combined fatal and nonfatal child maltreatment costs in 2008 dollars.

Even with the media attention given to Penn State, Syracuse and others, people still don’t want to talk about it. People want to believe that it happens to other people and in other cities. Harlow provided startling facts to drive home her point. “In an average 8th grade class of 32 students, four girls have been sexually abused, two boys have been sexually abused and one boy will have sexually abused a younger child.”

Who is the Child Sexual Abuser? According to Nora Harlow’s extensive research: 70% are male, 90% are heterosexual, 93% are religious, 77% are married or formerly married, 69% are Caucasian and 46% are college educated. Any of these characteristics sound familiar? They should, they mirror what the United States Census bureau characterizes as reflective of the nation’s demographic. The child sexual abuser’s attraction to youth runs on a separate track from their adult sexual behavior.

How can we prevent it? By using every tool available to us so that these people don’t gain access to our children in places where they should expect to feel safe. Criminal background checks alone won’t help identify perpetrators. “Matchmaking and online dating has become big business, with dating services estimated to be worth $ 2.14 billion in 2011 and forecast to grow 4.7% per year to $ 2.54 billion by 2015. The industry consists of much more than just dating websites, although these get the bulk of the media attention and account for 53% of the industry’s revenues. The last recession actually helped this business, as America’s 100+ million singles looked for economic and emotional support in these tumultuous times..”, according to Research Director, John LaRosa.

Major Findings:

Market Value… Marketdata estimates that the total U.S. dating services market contracted by 2.9% in 2009, as the recession took hold. The market grew by just 2% in 2010 and 4.2% in 2011. To 2015, we forecast 4.7% annual growth to $ 2.54 billion. At $ 1.33 billion, the dating websites captured 53% of total revenues. Leaders include IAC’s Match.com with $ 480 million, eHarmony with $ 270 million, and FriendFinder Networks with $ 233 million.

Their numbers are rising, as this is an easy business to enter (no license needed), with little investment capital and a profit margin as high as 76% of sales. Most operate solo, in one city, but the matchmakers that make $ 1+ million will travel nationwide and internationally for clients.

There are approximately 250 physical offices run by “off-line” dating service chains or franchises where one sees the client in person. This includes companies such as eLove (formerly Together & The Right One) with 56 offices, It’s Just Lunch (150), Matchmakers Intl. (13) and Great Expectations (32), as well as speed dating firms. Some of these services typically charge $ 2,000-6,000 and are able to verify a person’s appearance, weight, age, etc.—an advantage over dating websites. However, Great Expectations has been guilty of deceptive and overly aggressive sales practices and faced recent actions by 3 State Attorneys General offices in WA, WI, and KS, and lots of negative PR—resulting in the closure of 20 offices since 2008.

Dating websites: This is a mature market in the and customer satisfaction could be a lot better. “Freemium” is the new model—some enticing basic services free, with an upsell to more advanced, paid subscriptions. Match.com, Yahoo, and eHarmony are hoping clients will trade up to premium memberships and are finding increased competition from free sites like PlentyofFish, Craigslist, and Facebook. Mobile applications, Asia, Brazil, and niche sites are key drivers of future growth. Marketdata expects 7.2% annual growth to $ 1.76 billion by 2015. The large players continue to acquire smaller competitors.

    Matchmakers are not very marketing or Internet savvy but do very well, usually earning $ 50,000-200,000/year. Top names make millions. This is a $ 293 million market, expected to grow 6-7% per year to $ 352 million, as new matchmakers enter the business There is even an organization in New York City that certifies and trains new matchmakers.

    Support staff and ancillary services are important and include: dating coaches, background checking services, image makeover consultants, wardrobe experts, photographers, psychologists, and therapists. Some dating coaches make $ 500,000/year.

    Phone chat lines for singles, a mature $ 350 million segment dominated by Teligence and Quest Personals, primarily serves a young market. Competitors say that this is still a very viable market, allowing people to connect with real people via phone–more personal and engaging than viewing inaccurate online profiles.

“ The Dating services business is a fragmented one, populated by small, privately owned and entrepreneurial companies. There is no unifying trade association to police ethics and marketing practices. Some services are free, while others cost up to $ 250,000 (elite matchmakers). It’s still ‘let the buyer beware’. The Internet and dating reality TV shows (The Millionaire Matchmaker, The Bachelor, others) have brought these services into the mainstream and taken the stigma out of the profession. However, consumers are not always happy with results, and state authorities sometimes get involved.”, according to John LaRosa.
